Abstract:
A major evaluation of the Aboriginal Study Grants Scheme (Abstudy) for the Commonwealth Department of Education revealed that inequality still existed for Aborigines at the tertiary level. However, since Abstudy was introduced in 1969, it has been a significant factor in increasing participation rates, particularly in recent years with the advent of enclaves in many institutions. The data, both quantitative and qualitative, suggest that Abstudy will be needed well into the twenty-first century to produce a situation approaching a state of equality. Greater support is needed for students on long courses.
