Abstract:
This exploratory paper is intended to provoke discussion on the directions of schooling, responsibility and accountability and on appropriate utilization of resources in realizing the basic principles of 'access
and success'. A number of key tasks are identified and considered in relation to different periods of schooling. The model proposed is divided into four broad periods, which are characterised as either critical or expansionary. It is argued that different emphases should be placed on kinds of content according to what is important, and necessary, to learn at different times in schooling, and in a way that ensures public accountability.
