Short-Time Staff Development in Singapore: Perspectives on Reflective Practitioners for Change

Abstract:
This paper examines one form of educational export, the short-time 'training package', designed for specific staff development needs. Cross-cultural implementation of such 'packages' create problems that highlight differences in:-(a) theories of educational change, (b) beliefs and values about initiating and managing change in schools. The use of the 'Concerns-based Adoption Model' training packages in a one-week residential symposium in Singapore was evaluated by two consultants and the participants (35 school principals and inspectors). Interim evaluation data suggest that greater reflectivity among principals (as one outcome) is associated with more effective implementation practices in schools.
