In this paper we argue that implementation is a socio-political phenomenon inherent to all aspects of change and development. A model, based on this view, consists of three processes and four phases. Each of the processes(sponsoring, exploring and managing) consists in turn of three units (e.g. sponsoring relates mentor, resources and issue). The four phases are production, publication, personalization and institutionalization as ideas become manifest through individual and collective action.
The model provides both a descriptive and an heuristic frame- work for the study of the processes singly or corporately from a horizontal (per stage) or vertical (across stages) perspective.
