The purpose of this study was to document the implementation of a bilingual family literacy program called Parents As Literacy Supporters (PALS) with about 400 new immigrant and refugee families from five linguistic groups  in the Greater Vancouver area of British Columbia. The research questions were: 1) does a bilingual family literacy program enhance young children's early literacy knowledge in the language of instruction at school and  2) does a bilingual family literacy program contribute to families' understanding of early language and literacy development and the role of first language and if so, how?
