Labor versus Liberal in education policy

This paper compares Labor Party higher education policies to Liberal- National Party (Coalition) higher education policies, as objectively as possible, in order to speculate about the effects of the 1993 Federal election on higher education. The paper looks at the election in terms of the interests of higher education institutions and their members, including students. I realise that at election time there are other interests at stake as well, and there are other reasons for government policies on higher education than the interests of higher education itself.
