This paper considers the setting of targets for the level of qualifications held by the population. The basis for such targets e.g. student demand and the needs of the economy are discussed. The problems in converting attainment targets to enrolments are also considered, such as lack of data, the enrolment of persons seeking second or third qualifications, the enrolment of persons over the target age and the value of partially completed tertiary education.
