This paper reports on a baseline survey of PNG Primary and Secondary Teacher Education. Group discussions, surveys, tests, interviews of final-year students, observations and interviews of first-year-out teachers, and lecture observations were used.. Data on each area of programs, lecturing, and students were collated. The analysis drew together comments from several sources for each College separately with some general conclusions about the indicators that should show significant change during the life of the project.
