This paper relates to work in progress on examining the impact of a number of policy frames relating to vocational education and regional development. The project consists of a study of two regional centres in North Queensland examining issues in terms of schooling, training, economic development and the social structure. The study examines areas where new industries in the service industry are emerging. Particular attention is directed towards examining how the State functions as a facilitator in the development of new economic patterns.

Another focus of the study is an examination of the social justice implications of such policies in terms of whether they have an impact in changing social structures of ownership and power.
